BEST is the pincer for the government, the official steel claw to crack enemies of the state.
BESTs are organized in a threat-based risk-mitigating investigative task force model across agencies led by Homeland Security Investigations, a division of U.S. Immigration and Customs Enforcement; HSI are the cops for Department of Homeland Security.
According to an internal ICE-HSI-BEST presentation from 2012, released via a FOIA request in 2014:
“HSI is the only law enforcement investigative agency that has border search authority, full access to [Bank Secrecy Act] reports and exclusive access to trade data.”

HSI begins in 1789 when Congress established the U.S. Customs Service and in 1891 with the creation of the Office of the Superintendent of Immigration under the Treasury Department.
Customs houses were used as administrative headquarters at ports of entry around the country, as customs officials inspected, taxed, stamped and released imported goods.
Officials used ships, called cutters, to stop ships bearing cargo at sea and to prevent smugglers from bringing items ashore.
The list of barred items changed over time, but included undeclared liquor, tobacco, firearms, drugs, stolen property and certain foods. The 1976 Arms Export Control Act gave Customs the additional authority to investigate and prevent international weapons trafficking.
It works the borders for bundles of cash, drugs, weapons and humans being smuggled over the border.
The Immigration Act of 1891 made immigration a federal function. In 1933, Congress established the U.S. Immigration and Naturalization Service (INS). The Immigration Reform and Control Act of 1986 expanded INS’ responsibilities by allowing it to investigative certain gang, fraud and human smuggling activities, and enforce sanctions against employers who hired undocumented aliens. Additionally, the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 enabled the hiring of additional INS special agents for interior enforcement and bolstered certain criminal penalties, including those for alien smuggling.morrisey
On 9/11, the North Tower was home to the U.S. Customs House at 6 World Trade Center. Besides destroying evidence and records, the attack led to a stronger approach to national security with the passage of the Homeland Security Act and the creation of the Department of Homeland Security.
DHS was formed by combining 22 different federal organizations into a unified force.
In 2003, Customs and INS were merged into the department’s U.S. Immigration and Customs Enforcement (ICE).
In 2010, HSI was formed within ICE from elements of ICE’s previous Offices of Investigations, Intelligence and International Affairs.
As well as functioning across security divisions, HSI has fanned out into the private sector, via its Cornerstone Program, where 250 local attaches tie directly into financial services companies to elevate flagged money laundering reports into matching them up to suspects.

BEST Laredo, TX, represented HSI’s first combined, direct response to growing violence along the border with Mexico and established the baseline for implementing the program elsewhere.
The BEST investigative model is predicated on an interdisciplinary task force working together in one location, recognizing and leveraging a threat-based risk-mitigating investigative task force model. The model reaches across all participating law enforcement partners, including Title 19 customs authorities with special authority at borders and ports.
In December 2012, President Barack Obama signed into law the Jaime Zapata Border Enforcement Security Task Force Act (named in memory of Jaime Zapata killed on duty in Mexico, as an HSI special agent assigned to BEST).
The Act amended the Homeland Security Act of 2002 to formally establish the BEST program and authorizes the Secretary of Homeland Security to direct the assignment of federal personnel to the program, as well as take other actions to aid federal, state, local and tribal law enforcement agencies to join task forces.

The primary mission of the Homeland Security Investigations’ (HSI) Border Enforcement Security Task Force (BEST) is to combat emerging and existing Transnational Criminal Organizations (TCO) by employing the full range of federal, state, local, tribal and international law enforcement authorities and resources in the fight to identify, investigate, disrupt and dismantle these organizations at every level of operation.
BEST Special Agents and Task Force Officers investigate a wide range of criminal activity with a nexus to our land and sea borders, to include drug trafficking, arms trafficking, human trafficking and smuggling, gangs, money laundering and bulk cash smuggling, child exploitation, maritime smuggling, illicit tunnels, and commercial fraud.
BESTs are located along the northern and southwest land borders, major seaports, and international airports from Hawaii to Puerto Rico.
These BESTs comprise approximately 1,600 members representing more than 200 federal, state, local, tribal and international law enforcement agencies that have jointly committed to investigate transnational criminal activity and enhancing border security.
They provide the example of a new BEST in Kansas City. The idea is each task force is confronting the criminals using local infrastructure, weather train routes in Kansas City, or the FedEx hub in Memphis, tunnels in San Diego connecting to Mexico or drug caravans in Buffalo connecting to Canada.
The Kansas City area hosts the largest rail center in the United States by tonnage and is home to four intermodal parks. Additionally, the region is the number two auto industry trading hubs in North America, including vehicles manufactured in and shipped from Mexico.
Unfortunately, these different routes are being used to also smuggle illicit proceeds and contraband at the direction and benefit of several transnational criminal organizations (TCO).
U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) Kansas City has established a Border Enforcement Security Task Force (BEST) to work with their law enforcement partners to combat the TCOs that seek to exploit the nation’s interstate systems, mail facilities, intermodal transportation and general aviation routes that exist within the Kansas City area.
The Kansas City Interdiction (KCI) BEST targets transnational criminal activity including, but not limited to, the smuggling of currency, narcotics, weapons, human smuggling/trafficking, benefit fraud, document fraud and intellectual property rights.
That was a feature — reviewing the slides of their teams, what’s real is that criminals use our infrastructure against use, and this “zone defense” created locally is powerful.
BEST is part of HSI, which is part of ICE which is DHS.
DHS is a cabinet post, its director answers directly to the Oval Office. Where military depends on the Armed Services chains of command, DHS answers only to the President.
The department was strengthened by Bush in the Patriot Act — a justification was that the DHS should be able to act immediately based on the strategic intelligence from the President.
The chief of intelligence for the 17 federal agencies is the DNI, named by the President.
He issues a report to the Senate Intelligence Committee, which overseas DHS. They want to rule on it immediately, as is the charter. The decision that will be enacted will be relayed to DHS, then BEST pounces.
DNI is John Ratcliffe. On Oct 28, he delivered the report to Lindsey Graham, chairman of the Senate committee. A week later, the President declassifies the information and 1,000 pages are released.
The report concludes an investigation began with three years ago, with 460 DOJ and JAG lawyers.
The protocol of the report can also be understood that it’s only being discussed now because the matters at hand were resolved. As all of this crimes of Treason and Sedition would be against the nation, so punishable by Military Tribunal. If the investigation is closed, its conclusions can be made public, it could also mean that convictions have already been secured.
Lindsey Graham needs to call a meeting and a vote, then BEST activates at dawn.

The #BeBest campaign that the First Lady breaks the ice with is how to start. Talking about values, online behavior and drugs, her mission is also setting that steady voice and image for what’s right. While we’ve been following the news, Melania Trump brought the fight to the front lines.

Chad Wolf and his family as he took the reigns of DHS. This is a guy who felt so moved by experiencing 9/11 in Washington that he dedicated his career to protecting the Homeland.
“I didn’t grow up in a military family, but studying history and political science in college drove that service in me,” Wolf told The Dallas Morning News. He’s from Plano, TX, and went to SMU. “When I took my first job in DC, I was thinking I would spend a handful of years doing something meaningful, but 9/11 changed everything. The world changed that day, it made me realize how I wanted to focus my career in something impactful and meaningful,” he said.
He quickly rose to the assistant administrator for transportation security policy at the Transportation and Security Administration (TSA). A Republican, he became a lobbyist for defense technology companies servicing the TSA via Wexler & Walker in the Obama years.
In 2017, President Trump brought him back into government as chief of staff at the TSA, and then chief of staff at the DHS, under former DHS secretary Kirstjen Nielsen.
Two years later, Wolf was sworn in as Acting Secretary of the DHS — the “Acting” part only until the cabinet post is confirmed by the Senate. (Wolf also became Under Secretary of DHS to avoid a technicality from the Federal Vacancies Reform Act of 1988 that Dems were trying wield to block anyone competent from ascending from within DHS ranks.)
He’s the guy whose troops stood firm in Portland this Summer and in July launched the same kind of inter-departmental task force called PACT – Protecting American Communities Task Force – to protect our monuments.
When Mayor Ted Wheeler called the brave men and women of DHS “paramilitary,” Wolfe told Fox News that the forces “are civilian law enforcement doing their job — enforcing federal law.”

He said Mayor Wheeler had “legitimized criminal behavior” and that Portland failed to respond to “lawless anarchists,” and since there was no “local support” trying to end the chaos, he ordered DHS to “proactively arrest individuals.”
That’s what cops do, arrest people.
Especially lawless anarchists on our city streets after the local badge is told to stand down.
